Once a Privacy Assessment has been added to a program, some editing features, such as adding new questions and sections, will be disabled. However, you can still update existing question text, descriptions, and guidance via the Assessment Creator.

If you need to add new sections or questions, you do not have to recreate the assessment. Instead, you can copy an existing saved template, i.e. take a clone of a template.
