If you have targeted users with content before they have registered via the Registration Email from MetaCompliance, and that content is not 'Direct Access' (i.e. has ticked 'Requires User Login'), they will not yet receive Content Notifications.

However, once the user has completed their registration, they will automatically begin to receive any Notifications for content that they are targeted with within the next 24 hours.
