If you publish a policy within the MyCompliance platform, but do not target any users, the policy will be available to view within the MyCompliance library.

• However, the end user will not be able to 'Accept' or confirm they have 'Read and Understood' as the below image will appear at the foot of the policy.

• The Reporting function will not work unless end users have been targeted with the specific piece of content.
